Dolores Baldeo’s own life and personal achievements. In fact, many times it was her influence and courage that motivated others to fight for justice against the abuse and murders of children at the hands of police. She also helped numerous victims of abuse, who often were under the guardianship of the Department of Correction, to escape. She founded a hotline in 1992 called the Juvenile Protection and Education Center, (JPCECI) which provides free telephone counseling to victims of child molestation and abuse. I’m a board member of the New Mexico Office for Victims, the Human Rights Commission, for Children (MAMAC), which helps victims of child sexual abuse. I was in charge of the office for several years from 2000 to 2002, and in that capacity was the Director of the Child Protective Services Administration, while also serving as the State Child Protection Commissioner. I have also served as Executive Assistant Attorney General for seven years. While I was Attorney General, the State was the first in the nation to implement a comprehensive law requiring the reporting of child abuse. I authored the law. I wrote the legislation. I am in touch with victims and their families often. I was a principal witness in the successful efforts to require the U.S. Senate to approve and pass a national child protections statute. I was the leading force behind the establishment of the National Commission on Childhood and Teen Violence (NCCHV) at a time when that body’s mandate was to create a national strategy to prevent and respond to childhood sexual violence. I was President of the National Center for Victims of Crime and Criminal Justice, which is an independent office that works on national issues related to Victims & Law Enforcement. I have been on several State legislative committees which have worked to implement the federal Protecting America’s Children Act. I was a founding member of MAMAC in the Fall of 2001, and served as its Chairperson until 2004. I had the honor of being the first female Executive Director of MAMAC from May 5, 2002, until the beginning of our current term on January 8, 2005. MAMAC was created as a federal agency by the Protection, Advocacy, and Ending the Next Generation of Violence Act of 2005 to work with States to reduce the violence and abuse facing children and youth.
